MINUTES OF THE MEETING OF STRATTON PARISH COUNCIL held on 17th July 2007 at Stratton Village Hall.

Those Present:- Mr A Aylott, Mr P Bowler, Mr A Cameron,
Mr P Hallett, Mrs T Hughes, Mrs M Penfold (District Councillor) and 3 members of the public.

Proceedings

Welcome extended to all present.

07/16 Comment on Agenda items by members of the public.
No comments were made.

07/17 Minutes of the last meeting held on 17 May 2007 (previously circulated) were approved, as was the Report of a site meeting held on 24 May 2007.

07/18 Matters Arising
a) Standing Order (including Code of Conduct Paragraph 12:2). Discussion held on adoption of a Standing Order on rights of public to talk at Council meetings. Agreement reached on the content of such a Standing Order. Resolution proposed by Cllr T Hughes that the Standing Order be adopted, seconded by Cllr P Hallett. Standing Order was adopted.
b) The Council adopted the Revised Code of Conduct and each Councillor signed the Decalration of Acceptance of Office. A new guide on the Code of Conduct was handed to each Councillor.
c) Overhanging Vegetation. Discussion held on adoption of a process on how the Council would deal with overhanging vegetation. Agreement reached on the content of such a process. Resolution proposed by Cllr T Hughes that the process be adopted as a Standing Order, seconded by Cllr P Hallett. Standing Order was adopted.
d) Additional Bollards (Minute 07/06a). Chairman confirmed that replacement wooden bollards have been purchased and are in place.
e) Public Footpath (Minute 07/06b). This work has now been carried out.
f) Dog Fouling (Minute 07/06c). Not able to report at this meeting. TE
g) Overhanging Trees (Minute 07/12c). A Freedom of Information request by a resident with regard to trees in the village has had details provided.
h) Playing Field Working Group (Minute 105d). Chairman reported that interest had been shown in the Working Group.
Clerk to contact with a view to a meeting being arranged with volunteers. AN Cllr A Aylott appointed as representative on behalf of Stratton Parish Council.
I) Bus Shelter (Minute 07/14c). Further discussion on this item. Cllr T Hughes to arrange for 'No Smoking' signs to be placed. TH
j) Speeding and Parking in Dorchester Road (Minute 07/10). Chairman has written a letter which was read at the meeting and will be distributed to all residents in the parish. AA
k) Street Lighting - Saxonfield (Minute 07/11b). A letter has been received from Morrish Builders confirming that Southern Electric Contracting has been asked to attend to this matter as soon as possible.
l) Traffic Speeding (Minute 07/14f). Clerk has written to Dorset Safety Camera Partnership requesting that speed checks are carried out on the A37 bypass and Grimstone.
m) Road side litter - Grimstone (Minute 07/14f) - Matter has been raised with Highway Authority and action has been taken.
n) Footpath at Grimstone (Minute 07/14f) - Letter has been sent to Rights of Way Officer.
o) Litter bin (Minute 07/11c). Clerk has obtained a litter bin from West Dorset District Council which has been installed on the wall of the 'bus shelter. A lid is required. Clerk to contact West Dorset District Council. AN
