Minutes of the Annual Meeting of Stratton Parish Council held on Tuesday 16th September 2008 in Stratton Village Hall.

Those Present:- Mr A Aylott, Mr P Hallett, Mrs T Hughes, Mr R Protheroe, Mrs M Penfold (District Councillor) and ten members of the public.

Apologies:- Mr P Bowler, Mr T Every

Welcome extended to all present.

08/32 Minutes of the last meeting held on 15 July 2008 (previously circulated) were approved 

08/33 Code of Conduct In accordance with the Code of Conduct, members are reminded to declare theexistence and the nature of any personal or prejudicial interest in the following agendawhere items are defined in the Code and to indicate the action they will be takingwhen the item is considered.

08/34 Democratic Period in which members of the public may comment on any matters arising from the Agenda. 

08/35 Comment on agenda items by members of the public. No comments were made.

08/36 Co-option of new CouncillorChairman confirmed actions taken regarding the vacancy of a Councillor.  Four personshave put their names forward as a possible
co-opted member.  After much discussion and several rounds of voting, it was agreed to elect and co-opt Janet Grocott as a Councillor who accepted the position. Chairman thanked all candidates for putting theirnames forward, and hoped that they would consider standing again at the next fullParish Council elections.

08/37Matters Arising

a) Speeding approaching Grimstone (Minute 08/20).  Clerk has written to Transportation Department suggesting that a 40 mph deceleration sign beerected.  Response received that  such restrictions unfortunately rarely have the effect of reducing speed and are generally no longer supportedathough an overall review of signing on Dorset roads was taking place.

b) Bus Shelter (Minute 08/22a).  Planning permission has been granted andthree quotations are being obtained to provide a concrete base in readinessfor the siting of the bus shelter which is planned for November/Decemberand it was agreed to accept the lowest quotation.  Applications havebeen submitted for National Lottery and Dorset County Council grants.

c) Existing bus shelter (Minute 08/22b).  Clerk has reminded Dorset CountyCouncil that this matter requires urgent attention, and understands that anorder has been raised for the work to be done.

d) 30 mph Roundels lines on road (Minute 08/26b). Dorset County Council has responded and confirmed that they would be happy to support thissuggestion. Councillor Every to be contacted to confirm whether he meant roundels in Stratton or Grimstone, as several Councillors thought he was referring to the A37 in Grimstone

e) Play Area inspection (Minute 08/27a).  Clerk confirmed that this has beencarried out and invoice has been received.  It was recommended thatminor repairs be carried out.

f) Clearing ditches (Minute 08/27b).  This has been carried out.

g) Stratton Railway Halt (Minute 08/30c).  Clerk has received letters from OliverLetwin MP, who has initially expressed his interest.  He is prepared to meet on site to have a guided tour  However, he has raised concerns that ifextensive infrastructure is required (as assessed by Network Rail) then it willnot be econmic to consider. It was agreed after discussion that Cllrs  T Hughes and J Grocott would make a preliminary inspection for best access to the site.

h) Allotments (Minute 08/31).  Chairman advised that a letter has been received from a group of residents and has responded on the current position.Information has also been received from a land-owner, saying that they wishto help and introduce allotments. A potential area of land has been identified, but other restrictions at present prevent this land from being used until 2010.

08/38 Finance

a) Report given on all income and expenditure since last meeting.

b) Risk Assessment and Asset Register Risk assessment was reviewed for the 2008/09.  No alterations to thecurrent criteria was considered necessary although
Cllr J Grocott wished to study the document, and make comment at the next meeting
if necessary. The Asset Register was confirmed as being correct and updated for 2008/09.

08/39 Crime Prevention

A small amount of car crime in the village was discussed and it was reported a new Ringmaster web site had been set up covering any incidents in the vicinity.

08/40 Planning Matters

a) 1/D/08/001072 - Replace existing Sawyers Lane perimeter fence with 2m high closeboard fencing.  Reduce Dorchester Road fencing to 1.8m.  Erecttimber garage, 48 Dorchester Road, Stratton. REFUSED

b) 1/D/08/001480 - Replace Dorchester Road fencing with rustic willow hurdles.Retain Sawyers Lane closeboard fencing and timber garage, 48 DorchesterRoad, Stratton. AWAITING DECISION

c) 1/D/08/001179 - Erect bus shelter adjacent to 33 Dorchester Road, Stratton. APPROVED

08/41 Highways

a) A member of the public asked if lights to illuminate the entrance at the western end of the Village could be erected.  Chairman responded that it would below in the list of priorities as designated by the Highways Authority.

b) A letter has been received from two residents regarding the excessive growth of vegetation along both sides of the cycle paths between Charminster Weir roundabout and Grimstone making it difficult for cyclists and pedestrians to pass.  Clerk to write to the Highways Authority.

08/42 General Maintenance

Cllr T Hughes highlighted the need for the removal of brambles overhanging theeastern side of the Play Area.

08/43 Correspondence

a) Councillors were informed that an amount of correspondence was beingcirculated.

b)The owner of The Royal Yeoman, Grimstone, has complained regarding a 'hole' in the road outside the property.  This is causing a disturbance to guests especially at night with heavy traffic passing over it.  Clerk to write to Highways Authority.

c) A resident has e-mailed the Parish Council requesting that arrangements are made to cut back overhanging bushes on the corner of Locks Lane.  Investigations are being made.

d) A letter has been received requesting that the planting of a tree on the Green  in memory of Mrs Trudie Rose, a resident of Stratton for many years, be carried out by her family. They would like suggestions with regard to type of tree and suitable location if permitted. Cllr P Bowler will be consulted.All Councillors agreed to the request.

e) Contact has been made regarding the remaining three shrubs donated to the village by the Youth Club. Cllr P Bowler to be informed of species type.

08/44 Date of next Meeting

The next meeting will be held on Tuesday, 21 October at 7.30 pm (Precept).

08/45 Any other business

a) Christmas Carols Evening - Clerk has arranged for the Durnovaria SilverBand to play carols again this year outside The Saxon Arms on Friday, 12 December 2008 at 7.00pm.  Mr Rod Lamont has kindly offered to provide mince pies.

b) Cllr T Hughes reported that the result of the Best Kept Village will be posted on 25 September.

c) Cllr T Hughes expressed concern regarding the dog fouling on the PlayingField.  It was agreed that a new sign should be erected on the gate.  Clerkto provide samples at the next meeting.

d) Mr C Jackson announced that since 15 January 2008 the Stratton web site had received 5000 hits.  He asked if local groups could be encouraged to provide current information to be added to the web site.

e)Summer Fayre - Chairman gave thanks for a cheque received from the proceeds of this year's event in the sum of £1663.24. Thanks were also given to all those who helped organise and run the fayre.

08/46 Democratic Period in which members of the public may speak or ask questions.

A resident raised concern over the possible location of allotments in the area of Mill Lane. Chairman confirmed this area was not being considered.
