Minutes of the Meeting of Stratton Parish Council
6th July 2010
Stratton Village Hall.


Present - Mr A Aylott, Mr P Bowler, Mr T Every, Mrs J Grocott, Mr P Hallett, Mrs T Hughes, Mrs M Penfold (District Councillor), Mrs J Haynes (County Councillor) and 3 members of the public.

Proceedings

10/17 Code of Conduct - In accordance with the Code of Conduct, members are reminded to declare the existence and the nature of any personal or prejudicial interest in the following agenda where items are defined in the Code and to indicate the action they will be taking when the item is considered.

10/18 Democratic Period in which members of the public may comment on any matter.

10/19 Comment on agenda items by members of the public No comments were made on matters arising from the Agenda.

10/20 Minutes of the last meeting held on 4 May 2010 (previously circulated) was approved.

10/21 Matters Arising

a) Playing Field Committee (Minute 10/07a). Clerk presented an outline drawing of the tennis court area showing the relationship of the skate board ramps to the tennis court. After discussion Cllr T Hughes proposed that prices are obtained to adjust the positions of the skate board ramps as an interim measure before proceeding with the tennis court fencing. Cllr T Every asked that the question of safety due to the uneven surface be recorded. Cllr Hughes has investigated obtaining grants from several options and found that the Leisure Development Fund (WDDC) was the best option.
This normally provides grants up to 20% with a maximum of £5000.00. Cllr Hughes will investigate further.
b) Footpath 7 (Minute 10/07b). Cllr J Grocott reported she had made several
telephone calls and still awaits a response.
c) Pony Rocker (Minute 10/07c). Clerk reported that Cllr P Hallett has dealt with this matter.
d) Allotments (Minute 10/07d). Chairman reported that no further progress has been made but has spoken to Magna Housing Association and nothing has transpired.
e) Grit bins (Minute 10/07e). Clerk arranged purchase of 3 grit bins for the sum of £501.60 plus VAT. A quotation for the concrete bases has been received in the sum of £250.00. It was agreed to accept. Clerk to write acceptance letter.
f) Footpath between A37 and Bradford Peverell (Minute 10/07g). Cllr J Grocott
reported that no further complaints had been made.
g) Defacing Stratton signs (Minute 10/07h). Chairman reported this is still under
investigation and will contact the Sign Shop again.
h) Fallen Tree, Playing Field (Minute 10/07i). This tree has now been removed.
i) Welcome Evening (Minute 10/07l). Clerk reported that this took place on 15 June when 12 residents attended.
j) Insurance cover (Minute 10/08e). Clerk contacted Insurance Company and the premium has been adjusted as the Council will meet 100% of the risk of damage to the notice boards.
k) Posts around the Green (Minute 10/12). Chairman reported that this will be carried out in the near future.
l) Notice board at Grimstone (Minute 10/13b). Chairman reported repair to be arranged.
m) Litter Warden (Minute 10/13c). Cllr T Hughes has forwarded the necessary
documentation and awaits a reply.
n) Parish Maintenance Unit (Minute 10/13e). Information has been received and passed to Cllr T Hughes who is the PMU Co-ordinator.
o) Doggy bags (Minute 10/15). Clerk confirmed that doggy bags have been purchased.

10/22 Finance
a) Report given on all income and expenditure since last meeting. Report is attached.

b) Risk Assessment and Asset Register
i) Risk Assessment was reviewed for the year 2010/11. No alterations to the current criteria was considered necessary.
ii) The Asset Register was confirmed as being correct and updated for the year 2010/11.

10/23 Crime Prevention
Cllr T Every reported that two cars have been 'keyed' recently and the matter
investigated. He praised the vigilance of residents.

10/24 Planning Matters
1/D/09/001753 - Watercress Farm, Lower Magiston, Dorchester Road, Sydling St. Nicholas. Form 4 new watercress beds, wildlife pond and re-align stream.

1/D/10/000613 - 22 Dorchester Road, Grimstone. Single storey extension. APPROVED.
1/D/10000868 - 62 Dorchester Road, Stratton. Two storey side extension.
AWAITING DECISION.

10/25 Highways
Cllr T Hughes reported on the poor condition of the surface on the slip road to the
east end of the village. Clerk to write to Highways Authority.

10/26 General Maintenance
a) Cllr T Hughes reported the lack of grass cutting each side of the new bus shelter and will inform the Parish Maintenance Unit.
b) Cllr T Hughes reported that the grass around the litter bin on the Playing Field is not being cut. Clerk to contact Dorset Works Organisation.

10/27 Correspondence
The Community Police Support Officer has requested that a post box for residents to
inform the police of any matters of concern be fixed to the wall of the village hall.
The size of the box would be 360x240x97mm. This request will be passed to the
Village Hall Committee.

10/28 Date of next meeting
The date of the next meeting will be held on Tuesday, 31 August 2010 at 7.30 pm.

10/29 Any other business
Cllr T Hughes requested that a letter is written to the Summer Fayre Committee
requesting a donation towards the cost of the Durnovaria Silver Band at the Christmas
Carols Evening.
10/30 Democratic Period in which members of the public may speak or ask questions.
A member of the Summer Fayre Committee announced that £2006.62 was raised
at the Summer Fayre.
